Compliance Assistance Office

The Compliance Assistance Office (CAO) was created as a result of the Clean Air Act of 1990 requirement that all states develop a program to assist small businesses in meeting the requirements of the Act.

Founded in 1998, CAO is a one-stop, non-regulatory office that can assist small businesses understand and comply with regulations administered by the Hawaii State Department of Health (DOH).  CAO services are confidential and free charge, and provide a point of access to government, facilitating the exchange of information and communication.  As a neutral party and mediator, CAO can help by investigating and resolving disputes, and increase the understanding of small business concerns within the DOH and other government agencies.

Small businesses may require environmental permits to operate.  All permit applications handled by DOH can be found on this e-Permitting portal.  To find a specific environmental business related permit application, please use the Application Finder (on the left) or use the organization browser if you know the organization which is responsible for the required permit application.
