Underground storage tanks that are regulated under Chapter 11-281 of the Hawaii Administrative Rules are required to obtain the permit prior to tank installation (Refer to 11-281-01 Applicablilty).
You must first obtain a permit to install the underground storage tank. The Application for an Underground Storage Tank Permit and a fee of $150 must be submitted to the Department prior to the installation of an underground storage tank. Thirty days after the installation, the Certification of Underground Storage Tank Installation must be submitted to the Department.
A permit to install and operate an underground storage tank system must be obtain prior to installation of the system.
The goal of the Underground Storage Tank (UST) program is to protect human health and the environment by preventing releases of petroleum and hazardous substances from UST systems. The release of these regulated substances into the environment threatens soil and groundwater resources. To help prevent contamination caused by leaking tanks, tank owners and operators must comply with the Hawaii Administrative Rules Title 11, Chapter 281 entitled Underground Storage Tanks. One of the objectives of the UST program are to ensure that new UST systems are properly designed and installed, has release detection, spill and overfill protection equipment, corrosion protection and a method of financial assurance.
An Installation and Operational Permit must be obtained prior to the installation and operation of a new regulated UST. The installation permit expires in 1 year from the date of issue. The operational permit expires in 5 years from the date of issuance. The Certification of Underground Storage Tank Instalation form is to be submitted to the Department of Health 30 days after installation.
