The NPDES General Permits in HAR, Chapter 11-55, Appendices B through L became effective on December 6, 2013. To request coverage under a NPDES General Permit, you must submit the CWB NOI Form through the e-Permitting Portal and the hard copy certification statement with $500 filing fee. Pesticide General Permit (Became Effective October 21, 2012)
HAR, Chapter 11-55, Appencix M is the NPDES General Permit authorizing point source discharges from the application of pesticides. To request coverage under this NPDES General Permit, you must submit the CWB NOI Form M through the e-Permitting Portal and the hard copy certification statement with $500 filing fee. NPDES General Permit
A General permit is an NPDES permit issued as a rule that authorizes a category of discharges into State waters from a category of sources within a geographical area.
B. Appendices B through M of Hawaii Administrative Rules (HAR), Chapter 11-55 are the specific NPDES General Permits authorizing various types of discharges to State waters. Appendix A of HAR, Chapter 11-55 lists the Standard Conditions for the NPDES General Permits.
C. The Notice of Intent (NOI), is "a form used to notify the Director of Health, within a specified time, that a person seeks coverage under a general permit.
D. The Notice of General Permit Coverage (NGPC) is an authorization issued to the owner or operator by the Department of Health to comply with the NPDES general permit.
