Issuance of the Notice of General Permit Coverage (NGPC) usually takes between 1 - 3 months and may be longer depending on the complexity of the project, and the applicant's ability to provide all requested information in a timely manner.
NPDES General Permit - An NPDES permit issued as a rule in Hawaii Administrative Rules (HAR), Chapter 11-55, Appendices B through M. An NPDES General Permit covers a specific discharge or activity and covers multiple people who can comply with ALL of the general permit requirements.
NPDES Individual Permit - An NPDES permit other than an NPDES general permit. An NPDES Individual Permit is issued to a specific person to conduct a discharge at a specified location. The NPDES Individual Permit is customized to the person's discharge/facility.
NPDES "No Exposure" Certification - A conditional exclusion from NPDES industrial storm water permitting. This only applies to industrial activities as defined in 40 CFR 122.26(b)(14) [except 40 CFR 122.26(b)(14)(x) for construction activities] with no exposure of industrial materials and activities to storm water, including storm water runoff. The NPDES Storm Water Phase II Final Rule (Phase II Final Rule) was published on Wednesday, December 8, 1999 in the Federal Register, Volume 64, No. 235, pages 68722-68852. Section 122.26(g) of the Phase II Final Rule contains the conditional exclusion.
