Welcome to the Hawaii Department of Health-Clean Air Branch (DOH-CAB) State and Local Emissions Inventory System (SLEIS), a web-based application that allows permitted facilities to compile and submit point source emissions inventory data in accordance with regulatory reporting. After the emissions inventory data is received, the SLEIS application is used by DOH-CAB to review and submit the data to the Environmental Protection Agency's (EPA) Emissions Inventory System (EIS). Please Note:
Minimum browser requirements for SLEIS are Internet Explorer version 9 or later, Chrome, or Mozilla Firefox.
Registration and Forms
Registration for SLEIS requires that you download and complete the provided registration forms. After you have completed the forms, please make a copy of the forms and mail the originals to the address indicated on the top of the forms. When we receive your registration forms, the information will be entered into SLEIS, and you will receive an email with a link to create your initial account password. The password must be between 8 and 30 characters long, and include at least one number, one uppercase letter, and one lowercase letter. After creating the password, you can login to SLEIS.

SLEIS Import File Specification
The purpose of this document is to describe the SLEIS file import process and flat file specification. DOH-CAB conducted a series of SLEIS training sessions to their regulated air community in April, 2014. Each of the sessions was recorded, and can be downloaded using the links below. Note that each session provided the identical training, but recordings of all the sessions are being provided to allow those who attended a particular session to review that session, if desired.
